Biographical or Historical Information

The Phipps Family is one of Tampa's pioneer families. Claibourne Phipps, born in Terra Ceia, Florida in 1889, attended the University of Mississippi and studied law at the University of Florida. He practiced law in Tampa from 1913 until his death in 1938, except during his service as Captain of the artillery corps during World War I. He participated in many organizations and served as president of the Tampa Optimist club and president of the Hillsborough County Bar Association. Claibourne’s wife, Louise, was the daughter of Harry J. Watrous. The Watrous family, one of Tampa’s pioneer families, claimed descendants who served in the Seminole Indian Wars and the Civil War.  Louise attended the English Classical School in Tampa and Martha Washington Seminary in Washington D.C.  She headed the safety deposit department at the First National Bank in Tampa for more than fifteen years.  Louise and Claibourne Phipps had two sons, Harry, an attorney, and Richard, a Navy commander.
